This book constitutes the refereed proceedings of the Second International Conference on Intelligent Text Processing and Computational Linguistics, CICLing 2001, held in Mexico City, Mexico in February 2001. The 38 revised full papers and 12 short papers presented together with three invited papers were carefully reviewed and selected from 72 submissions.
