JOHN DIXON is Professor of Social Policy in the Department of Social Policy and Social Work at the University of Plymouth in the United Kingdom. Among his earlier publications are Entering the Chinese Market, with D. Newman (Quorum Books, 1998) and Social Security Programs with R. Scheurell (Greenwood Press, 1995).
